WATER, SEWER, ELECTRIC UTILITY RATE STUDY
REQUEST FOR PROPOSALS

JPUD RFP No. 20-001

Jefferson County Public Utility District No. 1 (JPUD or District) is soliciting for qualified consultants to develop a comprehensive utility system cost of service and rate study for its water, sewer and electric utilities.  The proposal must also include in the rate study a review of JPUD’s pole attachment fees.  The schedule for this project anticipates approximately a 6 month duration and is expected to commence on or before March 2020.

Project Description:

JPUD is requesting the development of a comprehensive utility system cost of service and rate study for water, sewer and electric utilities; including our pole attachment fee. The intent of the study is to independently assess and evaluate JPUD’s existing water, sewer and electric rates and pole attachment fees and provide recommendations. The broad objective of the study is to obtain recommendations for rates that adequately fund the water, sewer and electric utility operations, capital costs, and bonded debt while minimizing rates to the greatest degree possible.

The study shall be based on a comprehensive review of the JPUD’s water, sewer and electric funds and budgets, Updated Water System Plan, current fee structure, 2016 Cost of Service Study, usage data, future planned growth of the JPUD utility boundaries, and any other information deemed necessary to accomplish rate study goals.

JPUD is a Rural Utility Service (RUS) borrower.

Evaluation Criteria:

Submittals will be evaluated and ranked based on the following criteria:

  1. The project team’s experience in water, sewer and electric utility rate studies and development of general facilities charges
  2. The experience of the proposed project manager and individuals who will be working on the project.
  3. Ability to meet schedule
  4. Detail of management and study approach on the project
  5. An approach to communicating with the client
  6. Past performance examples and references

Submittal:

Submittals should include the following information, in addition to the RFP requirements listed:  Firm name, phone and fax numbers; Name of principal-in-charge and project manager; and employees assigned to this project.  Please submit ONE (1) hard copy and an electronic copy of your proposal to Jefferson County PUD No. 1, Attn: Alyson Dean, 310 Four Corners Road, Port Townsend, WA 98368 no later than 3:00pm on February 26, 2020.  Email submittals are accepted and should be sent to adean@jeffpud.org.

Any firm failing to submit information in accordance with the procedures set forth in the Request for Proposals may not be considered responsive and may therefore be subject to disqualification by the District.
