What will I receive if I qualify? Qualifying low-income senior customers can receive a $55.51 per month credit on their electric bill, a $17.25 monthly credit toward PUD water charges, and a 30% discount on the PUD wastewater charge, should they receive those services from the PUD.
Do I qualify? For customers 62 years of age or older, the combined disposable income for an applicant, their spouse and/or anyone occupying the residence may not exceed the limits prescribed by BOC Resolution 2019-026. This limit is currently $32,610 per year.
What is “Combined disposable income”? “Combined disposable income” means the disposable income of the person claiming the exemption, plus the disposable income of his or her spouse and the disposable income of each individual occupying the residence.
“Disposable income” means “adjusted gross income” as defined by the Federal Internal Revenue Code. Adjusted gross income is an entry on the IRS 1040 form. More information can be found on the application form which will be available soon.
If approved, how long do I get the credit?
Once a customer’s eligibility is approved, they will receive a credit each month on each of their qualifying accounts for a period of two (2) years, at which time the Customer will be required to reapply for the rate reduction program.
What else do I need to know?
- If your income status changes making you ineligible for the program, you must report the income change to the PUD.
- The program is subject to continued approval of funding by the PUD and may be discontinued or revised by the PUD Board of Commissioners at any time by Resolution of the Commission.
- Unreasonably high electric or water usage for a residential home, use of electricity or water for business or business-like purposes, multiple accounts, or other extraordinary circumstances may disqualify a customer from receiving a reduction.

How do I apply?
To apply for the PUD’s Senior low income bill credit program, customers need to obtain and submit a completed out a Low Income Bill Credit Program Application packet. Return the completed application along with the required documents to the PUD Customer Service Office.
