Home Electrification and Appliance Rebates (HEAR) Grant

Jefferson County PUD is the proud recipient of special climate funding through the State Home Electrification and Appliance Rebates (HEAR) grant to help households upgrade to more efficient electric heating, cooling, and appliances.

This program focuses on helping low- and moderate-income households, small businesses, and adult family homes reduce energy costs and switch to cleaner energy sources. Below are Frequently Asked Questions (FAQ’s) to help guide you through the qualification process and help you located resources to improve your home efficiency.

Grant Funding Overview

    • Jefferson PUD received more than $400,000 in funding to help income-qualified customers save on their energy bills through efficiency upgrades.

    • Grant funding availability begins March 10, 2025, and funds must be fully deployed by June 2025 (an extension has been filed but is not guaranteed).

      It’s important for interested customers to apply as soon as possible as funds are limited.

Eligibility

      • Low-income households (household income equal to or less than ≤80% of Area Median Income/AMI)
      • Moderate-income household funding may come available later in the program cycle (household income 80% – 150% of AMI). Complete income verification now to be contacted if income caps are increased later.
      • Applicants must be Jefferson County PUD customers
      • Single-family homes (attached or detached)
      • Multifamily homes (duplexes, triplexes, etc.)
      • Manufactured homes
      • Properties must be occupied at the time of installation
      • Small businesses & non-profits ≤50 employees
    • Customers can verify income eligibility through:

      • Proof of participation in income-qualified programs (LIHEAP, SNAP, Medicaid, etc.)
      • Income documentation
      • Other verification methods are available through our energy efficiency department
      • Please contact our Customer Service Program Specialist for an application.

Eligible Equipment

      • Ducted and ductless heat pumps
      • Heat pump water heaters
      • Heat pump clothes dryers
      • Electrical panel upgrades and wiring (when needed for eligible equipment)
    • Yes, for certain equipment like heat pump water heaters and washer/dryer units, self-installation is permitted. However, equipment must still meet all grant rebate requirements and specifications.

      • Heat pumps must meet additional cold climate technical specifications.

      • All required documentation must be completed properly.

Application Process

      A customer service representative will guide you through the application process and income verification requirements.

    • Yes, contractors must receive pre-approval from Jefferson PUD before beginning installation work. See our full contractor work list, here. Please note: A contractor list is provided at bottom of Rebates page.

    • Due to contractual constraints, not at this time, we are maintaining a contact list for this and will reach out if this changes.

Rebates and Funding

    • Currently, Jefferson PUD is fully funding projects up to certain caps, but typically they will fund 100% of the cost for qualifying ≤80% AMI households.

    • Yes, for these projects the cost will be paid directly to contractors.

    • For customers at or below 80% AMI, rebates may cover the entire cost up to certain caps. For moderate-income customers (≤150% AMI – please see FAQ drop-down above for full income table), rebates will cover a significant portion but may not cover 100% of costs.
