What is HEAR grant funding?
- The State Home Electrification and Appliance Rebates (HEAR) grant provides funding for energy-efficient electric equipment rebates. This grant focuses on helping low- and moderate-income households, small businesses, and adult family homes reduce energy costs and switch to cleaner energy sources.
How much HEAR funding will Jefferson PUD provide to customers?
- Jefferson PUD received more than $400,000 in funding to help income-qualified customers save on their energy bills through efficiency upgrades.
When does the program start and end?
- Grant funding availability begins March 10, 2025, and funds must be fully deployed by June 2025 (an extension has been filed but is not guaranteed).
  
  It’s important for interested customers to apply as soon as possible as funds are limited.

Who can apply for HEAR rebates?
- - Low-income households (household income equal to or less than ≤80% of Area Median Income/AMI)
  - Moderate-income household funding may come available later in the program cycle (household income 80% – 150% of AMI). Complete income verification now to be contacted if income caps are increased later.
  - Applicants must be Jefferson County PUD customers
What types of properties qualify?
- - Single-family homes (attached or detached)
  - Multifamily homes (duplexes, triplexes, etc.)
  - Manufactured homes
  - Properties must be occupied at the time of installation
  - Small businesses & non-profits ≤50 employees
How is income qualification determined?
- Customers can verify income eligibility through:
  - Proof of participation in income-qualified programs (LIHEAP, SNAP, Medicaid, etc.)
  - Income documentation
  - Other verification methods are available through our energy efficiency department
  - Please contact our Customer Service Program Specialist for an application.

What equipment/upgrades are eligible for rebates?
- - Ducted and ductless heat pumps
  - Heat pump water heaters
  - Heat pump clothes dryers
  - Electrical panel upgrades and wiring (when needed for eligible equipment)
Can I self-install eligible equipment?
- Yes, for certain equipment like heat pump water heaters and washer/dryer units, self-installation is permitted. However, equipment must still meet all grant rebate requirements and specifications.

Do appliances and equipment need to meet specific standards?
- - All equipment must be ENERGY STAR certified.
  - Heat pumps must meet additional cold climate technical specifications.
  - All required documentation must be completed properly.

How do I apply for a rebate?

Do contractors need pre-approval?
- Yes, contractors must receive pre-approval from Jefferson PUD before beginning installation work. See our full contractor work list, here. Please note: A contractor list is provided at bottom of Rebates page.
Can I get rebates for work I've already had done?
- Due to contractual constraints, not at this time, we are maintaining a contact list for this and will reach out if this changes.

How much will my rebate be?
- Currently, Jefferson PUD is fully funding projects up to certain caps, but typically they will fund 100% of the cost for qualifying ≤80% AMI households.
Will these funds be paid directly to contractors?
- Yes, for these projects the cost will be paid directly to contractors.
Do the rebates cover the entire cost of equipment and installation?
- For customers at or below 80% AMI, rebates may cover the entire cost up to certain caps. For moderate-income customers (≤150% AMI – please see FAQ drop-down above for full income table), rebates will cover a significant portion but may not cover 100% of costs.
Is there a limit to how much rebate funding I can receive?
